Dear Jeeva,
As per my understanding Labour Inspector has accepted & acknowledged all the reports as well as he accepted original regestration certificate along with FORM A for ammendment, Right. Now you need to send polite reminders by registered post. At the end he will find difficult to ask any amount.

Its not a new thing, which you suppose to do the same, its a general practice, may be this time one will not accept the bribe, but they will harras you in future by another actiivity. this time may be you will win the race but for future this could be problematic for either you or for your employer. Writing to seniors or any person in any department could not make any sence, bcz you know the hole society (govtt. Official)., untill unless you will have any jack in the govt. dept. you cant get work done. the best option is to hand over the case to ACD, this will pass a message to every where. Every HR/P&A managers are facing such problems, but no any one is taking steps against any one bcz every one know that they will harras you in some other way.

Dear Jeeva,
Bribe is the tonic for all govt. officials so if possible resolve the issue by nagotiation other wise be confirmed that there is no any staff (permanent/casual/temporary etc.) who is drawing salary/ wages without roll and if all are enrolled then you can fight, things may be managed later on if any dispute arise in the future.
Also it is reminded that the penalty would be very nominal but be ensure that company is paying minimum wages to employees and all are enrolled in pay regsiter.
So contact with local LEO and if he do not consider your things go for Commissioner directly.

As per Factory Act if Ypu applies for any License and you didn't receive any communication from govt. deptt.within three months than you have deemed to got the License.
Please give them a reminder and if they don't reply in one month than give another and sit calmly.
No worry.

Most of such ethical issues --are now-a-days dealt with the most prompt way--THE MEDIA,
Go for a sting operation of that official--seriously as someone said, he'll touch your feet, ask a reporter to pretend as someone from your company or your director even who came to collect the letter.
DONOT BRIBE in any condition, we must now realize it & change something which has become a national character ,,,

Hi Sumana,
yes I am from Bangalore itself. I am located near Hebbal & office is in HRBR Layout.
Our organisation is related to software & I hope as it wont fall under factories act. we are under shops & establishments act itself.
As per Mr. Ajay words we are paying more than the minimum wages act itself. the least salary for office boy itself is 7000/- others are gettign handy pay.
but there are 2 problems they are
1) actually we were regestered to max of 19 strength but we crossed that limit in october2008. earlier admin dint approach to labour dept. I joined in March 2009 & in the same week I have approached but he gave te acknowledgement only 1 month back.
2) we dint even file the annual returns for last year. now He dint even accepted & returned it.
more over our director is ready to pay any amount of panality but not ready to pay even a single penny of bribe.
Let me wait for some time & take appropriate action on the same

Dear Colleague,

Registration Certificate under the Contract Labour Regulation and Abolition Act has to be amended / renewed on yearly basis with all updating of the new contractors addition/ deletion of contractors left and also changing the pertinent information and data in the RC as and when changes substantially. Some states do it still in manual form and in case of Central Govt it is done On-Line digitally.
