As you said that u r the only one handling the entire HR dep. u will have lot of scope to implement policies, creativity etc. My suggustion for you is to start with basic things like Leaves, attendence, files, time sheets, ID cards etc as vipin said

First upon you full concentrate on a various labour laws according to which you have to maintain various registers & give detail explanation of that Act with benefits like leaves, LTA etc & requirement of statutory dues/compliance like PF, ESIC, PT with other registers etc to your director & employees.

Hr is new concept here .
What I am doing here is Perparing personal files.Issueing I cards,PF
forms ,Esi forms ,Preparing salary,esi and pf contributions,welfare etc.
Making good rapo with employees ,helping them to understand my role in

Basically what my Agenda in this initial few months is
1.Get confidence of employer that Hr department is going to help
company to achive company goals and looking after Human part of
company is important.
2. I am Capable to play role of HR manager.
3. I keep suggeting solutions to company problems related to hr.
gets his permission to implement solution and succesfully implement
solution, so that Employers belif in hr increases.
4 .Winning confidence of employees ,of Managers,and co-workers
That HR department is Helping company .
5. Slowly I am moving towards more deep hr activities like forming
