I am working at PSU Bank and have been suspended from service for 10 months. As fake gold loan has been sanctioned by me by mistake. But all recovery has been done. No financial loss has been reported. After 10 months, my suspension was revoked, and a memorandum was given whose reply was also submitted by me. Now what action will be taken against me? If I joined another bank, then can I get NOC to join another Bank?? Are there any legal proceedings to get NOC?

We do not work for the bank, and none of us are mind readers, so we cannot tell you what action the bank might take in this situation. As there appears to have been no financial loss to the bank, and no legal proceedings against you, you may only be subjected to internal disciplinary measures.
This is a matter between you and your employer and you will need to negotiate with them in regard to in regard to achieving a satisfactory outcome.
As to future employment, no-one can predict that until this current matter is cleared up and you know exactly where you stand.

As a matter of principle and settled law, resignation is not accepted when disciplinary action is pending. Most organisations have a provision in this regard in their Disciplinary Rules. The position needs to be checked with respect to your Bank.
When disciplinary action is pending, the priority is to finish it off or else an accused employee may get away from the disciplinary action by just resigning.
