i think thier is tow points if you allow me :
1) sometimes the nature of job directs the type of system you may use for appraisal,, for example in factory you may use check list ,,
2) you did not take about the competancy based PA, or mirgining both PBO and Compentancy or behavioural based in which the required skilles or the core, non core compentancies related to certain job are measured.

Nice presentaion on PA.
I have one point as to rating an individual.
Generally Outstanding rating is not given by the Appraiser although an Appraisee deserves to have so . It's my own experience.
Will this be a bias attitude of an appraiser for appraisee ?

I would just expect something more from you on one particular point. The common mistakes performed during appraisals "how it should be eradicated". If you could give us something on that probably most of the issues cropping up at work place would be minimised.
