Hi All,
I am working as a Sr Executive HR with real estate organisation. I need to develop a questionnaire to identify the training needs. We don't have any training programmes earlier. It is like starting from a scratch.
Can anybody suggest me how to start up. What will be the starting point.

YOu can ask every person/ postion what trainings he/she is looking for.
Please discuss with Section Head / Supervisor / HOD / Reporing Authority of all the positions & ask him what he/she want that his/her junior should be trained at. Please divide this different requirement on immediate, Short Term & Long Term Training Needs.
Please ensure that all the training needs are duly approved by Plant Head / CEO if there is any correction it will be done at that time.

in understanding your training needs you can use the OOM analysis - Analyse what your Organization lacks, understand the Operation better and also needs of Man (employees).. This would let you know about your training needs better.
Be open for employees to approach too. This is also a valuable platform for you to know of their training needs..
