So after this circular we can avoid deducting the PF for semiskilled onwards and we have to deduct PF only for unskilled workers.

You have to continue deducting PF for all existing workers even if the wages are going above Rs. 6500.
For a new workers with wages above 6500, perhaps you can avoid PF if he is willing to sign the declaration form requesting exemption
