HI,
Try to contact the regional commitioner with your greivances, they will get signed from your employer. You must go with written application alongwith form 19 and 10C that your employer is not signing your form 19 and 10C.
or
You may get transfered your fund to your new account with your current employer.
hope, you will get your Fund with your little efforts.

Dear
You can get the PF withdrawal Form i.e. 19 & 10C authenticated by anyone of the following:-
1. Manager of the Bank where you are holding an account
2. Head of any Educational Institution
3. A Gazetted Officer
4. The Magistrate
5. Member of Legislative Assembly.
You have to also attach a written request alongwith withdrawal form citing the reason why you have not get the form attested from your ex-employer

hi Apoorva,
I have gone thru same case of my friend, But his form was rejected becose he had attested his form by a gazetted officer. PF personell said that forms can be attested by all those autorities in case company shut down his business/work. They told me the way i metioned in my above reply

Hi All,
I would like to inform you that as posted above by Apoorva, you can follow that process in case of closure of Establishment. If your Establishment is presently covered under EPFO then you can't follow the above mentioned process.
In your case you have to written an application alongwith Form 19 & 10C to the concerned RPFC, in which you have to mentioned that your employer is denying to sign your PF withdrawal form . They will manage themselves..
Regards
