You may set a checklist for pre-joining and post-joining until the first month. Send an email two days before joining, stating the list of joining documents to submit. Ask candidates about their hobbies and interests, and inform them about their induction and orientation plans in advance.
Conduct an employee survey after one week with a combination of questions such as: Was the joining process smooth? Did you receive a welcome kit? Did your reporting manager spend enough time with you? How were your training sessions?

Policy documents are highly appreciated; however, I believe the onboarding policy should have a purpose to identify the engagement level of new joining employees. It should not be solely process-oriented, focusing on ensuring formalities. Onboarding should provide employees with enough insights about the company's culture, growth plans, last year's or any recent achievements, mentors within the team, cross-team sessions, and more. The main objective is to achieve successful onboarding and quick engagement of candidates towards their new roles and responsibilities.
