It's a good topic for discussion. In my opinion, the accuracy to rate (performance, abilities, skills, etc.) comes from experience. One has to be a doer of the task being rated before judging others. Your achievements and reputation in that field will be respected, as will the "RATINGS" you give to others. Good raters are not born; they are made through experience, practical involvement in the field, and proving to the world the best way of doing things.

I am sure that if you give it serious thought, you will also feel that this should be the most justifying answer. Request the seniors to let us know their opinion on this.
