You have asked our opinions on the email that you have received. However, who is this person and in what capacity the email has been sent? What is your designation and what type of your work is related to the email?
If you had given a context, it would have helped the members of this forum to understand.
It appears that the email is from the job candidate. The quality of English is far from satisfactory. Now whether to hire the services of such a poor communicator or not, is your call.
