hi,
I would suggest that you read any book on competency based HRM.
check for competency based interviewing techniques which has a prerequisite that your org should have a competency framework ( developed and maintained by the custodians at HR)
You will see that there is a high dependance not only on HR managers but on all types of managers to recruit the RIGHT person for the RIGHT job, for that HR plays an important role along with the respective managers in defining the role and its benchmarks...and then in ultimately hiring the person who fits the profile the best.

Hi,
Interview skills are essential for identifying the best from the rest. Lack of this skills would naturally lead to BAD recruitment and finally towards financial loss to the organisation.
So, you can also look in to this angle during your research.
