Occupier's Liability Towards Non-compliance of the Labour Laws

Duties of Occupier has been stated in section &A of the Factories Act,1948. It talks only of duties relating to health and safety of the worker. The word "Occupier" is defined only under the Fcatories Act. Is he responsible for any voilation or compliance and other Labour enactments?
