Hi

Balance Score Card ( BSC) has nothing to do with the HR domain.

Infact BSC is implemented is a reporting tool , which have some measures , that relate to the overall performance of the Organization.

In typical BSC implementation the performance and related measures , from the following areas would be considered, and the data would be analyzed against the Organizational objectives.

Financial Perspective

Customer Perspective

Employee Learning

Internal process.

A well implemented BSC can help , managers identify key metrics , and thereby identify deviance from the original plan.

To make it simple the concept can be compared to that of Dash Board ", in a vehicle . The Dash board , give all information pertaining the car to the driver in a glance. BSC serves the same purposes , in an organizational context.

BSC , was formulated by Mr. Kaplan & David Norton. Of late new concepts have emerged in BSC. Ex. The Performance Prism , The Third Generation BSC etc

Trust the same has given you some basics of BSC
