I have been attending many interviews for an HR executive position, but I have not succeeded in even one interview. My communication skills are poor, but I have good subject knowledge and experience in HR activities.

My problem is that I am unable to express what I am doing. During the interview, my hands start shivering. My inner self tells me I am confident about the interview, but when it comes to reality, my confidence levels drop.

You have to tackle the problem from two angles. First and foremost, the requirement is confidence. Even if your communication abilities are good (language part), a lack of confidence will not help. So, take all steps to improve your confidence. Try meditation and do a lot of self-talking. If you are already doing this, intensify it.
Communication Improvement
Communication is simpler. Speak in shorter sentences until your confidence is fully restored. Practice hard, and good luck to you.
