Contractor EPF/ESI - Government PSU department and floated some tender for horticulture

Sir, I am working in Government PSU department and floated some tender for horticulture work 3-4 contractors are there for 5-6 different works for maintenance some have 4 labor, some have 6, some have 9 labor and some have 15 labor is EPF and ESI is necessary for each Contractor

Yes. PF and ESI is necessary since the same is applicable to PSU.
PF and ESI is applicable when you have more than 20 / 10 employees including of contractors and it has to comply for all the employees including contractor's employees except excluded employees.
Therefore, PSU has to ensure the compliance of all the employees including contractor's employees.
