Employee Engagement Surveys would be more fruitful, if it is done by an external consultant rather than if done internally. The main reason being the employees would feel more secure, comfortable and would be more open with their real feelings, if they feel that the data they share would be confidential and will not disclose their identity. When the survey is done internally, even if you take all measures to make sure that the data would be confidential, the employees may not percieve it the same way and hence may not be open with their true feelings. Hence i suggest the survey should be done by an external consultant.
