My organization has floated a tender for Housekeeping Services. My doubt is on the Administrative Charges, Overhead & Profit, or the Service Charges to be charged or claimed by the Service Provider/Agency.

1. Is there any Govt. guideline with fixed rates on such heads?
2. Any industrial practice in fixing such rates?

I found a few documents where it is mentioned that "if any bidder charging 2% or less will be disqualified as the amount equivalent to 2% will be deducted as TDS. But what about the Administrative Charges like providing ID cards, Uniforms, etc. to the labor & the agency's Profit?

Need some documents relating to the above query as we are following Govt. Guidelines.
