Can a well established Private building company which is in north india, can take up public contracts in south india viz., Telangana. If Yes please guide me with the process

You can take anywhere in India. You have to get registered with state sales Tax and get TIN. Labour licence to be taken there.
From India, Lucknow
There is no restriction that says a state government will only give a contract to companies from that state. However, it is an area where nothing seem as it is on the surface. There are brokers who get you the contracts and arrange for the things required.
These are not to be discussed on an open forum.
You better have a representative in Hyderabad / Vijaywada who knows people.
