Different states have enacted Welfare Officers' Conditions of Service Acts. In most of the State Rules degree with Degree or Diploma in Personnel Management or Social Work/ MSW/ LLb with Labour Law as elective are given as essential qualification.Please check if the masters in HRM is equal to MSW and the your state rules in this regard
