Transitioning from Contractor to Employee: When Will Leave Benefits Begin?

We have recently promoted an individual from the position of contractor to staff member. With this change, we will be issuing him an appointment letter. Our question is, will he be entitled to leave benefits immediately, or would these benefits only apply after a 6-month period?
