Startup - How can I identify problem areas for poor performance of the employee and what can I do to improve it?

Dear All, I am working with a startup company with an employee strength of 40 people. Can anyone suggest me how can I identify problem areas for poor performance of the employee and what can I do to improve it? Whether it is a culture problem, personal factor or money factor which is hindering them to achieve the target.
