Company Diversity Certificate for US Operations - what is the eligibility criteria?

I work as a HR Manager in an IT company, my company is planning to sign a contract with a 3rd company to recruit employees for them globally, Basically, as an outsourcing vendor. For this having Diversity certificate for US market is mandatory, can you please let me know how can we get the DC for US operations and what is the eligibility criteria. Please note, we have our registered office in US.

What I understand from sources is that -
A Supplier Diversity program is a proactive business program which encourages the use of minority-owned, women owned, veteran owned, LGBT-owned, service disabled veteran owned, historically underutilized business, and Small Business Administration (SBA)-defined small business concerns as suppliers.
A Supplier diversity commitment benefits a company because it: Promotes innovation through the entrance of new products, services, and solutions. Provides multiple channels from which to procure goods and services. Drives competition (on price and service levels) between the company's existing and potential vendors. Also read -
