Stuck with Labor License in Tamil Nadu: How to Get the Registration Certificate from CMRL?

Hope you are all doing well. I have a question regarding applying for a labor license for the Tamil Nadu region. In Chennai, the labor department has been merged with BOCW, and all labor-related licenses are now issued at the BOCW office only. When I went there to apply for a Labor License, our principal employer was CMRL - Chennai Metro Rail Limited. The liaison authority informed me that before applying for the labor license, I need to submit an RC - Registration Certificate, which should be provided by the principal employer. However, our principal employer is not providing the RC; instead, they have given us Form 1, 5, and Form 1.6, which are application forms for obtaining the RC.

The Joint Director (liaisoning authority) refused to accept the application and requested the concerned person from CMRL to come to their office to apply for the RC. As a result, I am stuck, and my bills have been halted due to the labor license issue. I am unsure of how to resolve this problem. Kindly assist me with your suggestions.
