Hi, Please advise on whether an employee can work for 14 hours in a day. This pertains to him working at our site office which deals with manpower working in shifts at customer location.

You have not mentioned the type of the customer location where your site office is located - whether it is a factory, mine, oilfield or any other type of establishment involving shift working. Whatever it be, as far as I know, no law permits work of 14 hours a day.
No law permits working beyond max 9 hours a day with at least half hour break.
