Proprietorship needs VAT registration and other requirements. However, as he did not have these in place at the start, he claims that he used to freelance during that time.

But if you want to give an experience certificate to an employee who worked before your company started, then the certificate should be given in the individual's name and on the company's letterhead, not in the company's name.
