My question is, if one employee's weekly day off is on Tuesday and the company is not operational on the same day (26 Jan), will he be eligible for compensatory off (C-Off) or not?

If 26 Jan was on Sunday, what do you do? Tuesday is Sunday for that employee, so why any additional benefit?

You need to understand the difference between a compensatory off and a holiday. Compensatory off is given if an employee is called to work on a weekly off or on a holiday but not to compensate for holidays falling on a weekly off.
