Hi Mr.Sandeep,
It's a nice question you raised,
Differences are
Payment of wages act-1936
The main objective of the act is
i. To regulate the payment of wages Ex-Fixing the responsibility on factory manager.
ii. To prevent the unauthorized deduction from wages Ex-Fines,Penalty.
iii. To avoid unnecessary delay in the payment of wages Ex-Fixation of wage period.
Where as the objective of Minimum wages act-1948 is
i.To prevent the exploitation of Workers by the Employers (By fixing the statutory obligation on the employer to pay minimum wages)
ii. To fix/revise the minimum rates of wages for scheduled employments.
In other words, minimum wages act ensure paying minimum wages to the workers so that employer cannot exploit them by paying low wages where as payment of wages will ensure employer pay wages on correct time without any unauthorized deduction in the wages.
Hope you get answer.

These acts are age old and are among the very primary legislations of the country. Ofcourse the present GoI having realised the need for a comprehensive labour policy and laws have taken up such issues of merging and consolidating some of these laws which are cogently interrelated. And repealing some very old laws, acts which not at all relevant now days and so on. Soon we'll hear such measures becomes reality. For comparison of these two acts on your query better search the cited links or buy bare acts and read for yourself and use them as referencer.
