Balanced Scorecard For All Employees

I have asked to prepare a balanced scorecard for all employees (Working in an IT Company). Can any one suggest me with a good format at the earliest. Plzzz

There are few question that you need to think and answer
1. Why you think Balance Scorecard is only the tool ?
2. What is the goal you need to achieve by implementing balance score card?
3. If you just need to measure the performance then there are other tools why only balance score card
4. Are all employees needs to be covered under all prespectives of balance score card?
if there are answers then certainly there could be something that can be posted.
