How Can I Stop Workers from Littering Cigarette Butts Near Our Guard House?

I am a new user of this program. Can anyone tell or advise me on how and what I should do to stop workers from throwing cigarette butts in front of our guard house, which is outside the company compound? For your information, the company I work for deals with a lot of chemicals, which prohibits all workers from smoking within the company compound. Ninety percent of the workers are smokers. Additionally, we do not have enough space to build a smoking zone within the factory compound.

For an immediate remedy, you can place a dustbin with sand near the guard's gate, at least to keep that area clean. Lung cancer is the most alarming concern for smokers. Note that they not only spoil their health but also the health of bystanders. I hope you can get posters from the Government health department.
