Creating a Justification Letter for Expat Employee Visa Application

Respected Sir,

Can you please let me know the format of writing a justification letter? I have an employee coming in from another country, so it has been made mandatory by the Indian Embassy that if an individual comes to India for a job, the concerned employer should give a justification letter so that the person can get his/her visa. Can you please provide me with a sample of a justification letter?

Can you please reply as soon as possible because the person needs the letter at the earliest possible.

The letter needs to include the training and knowledge sharing that the expat would do in India. In case you have any NGO-based activities in which the expats would take part, you may include that. Please be specific about each program with start and end dates.
