Please be strongly reminded that sleeping during working hours is an act of major misconduct. Any employee found to be doing so will be subjected to serious disciplinary action leading to termination or dismissal of service from the company. As such, employees are strictly prohibited from committing such an act of misconduct during working hours in the company premises.

Dear Puja,
If your SAO is sleeping while on duty, first he/she should be give verbal warning. This verbal warning should be given by his/her senior only (to whom he/she reports to). If the SAO is still delinquent then issue the warning letter.
By the if your SAO sleeps during working hours then probably he/she does not have sufficient job. Have you formulated KRA for this post? Have you linked this KRA to the performance appraisal? Is performance appraisal linked to the salary?
I saw that managers are unable to sleep even at night also because of the work stress. Now here is a person who sleeps merrily on duty! It appears that this position is nothing but sinecure!
