The above topic, (since the year of this post, i.e. 2008 till now) has seen so many transitions in the HR fraternity.
Basically, as per my personal opinion, all the non-core activities (the activities which are directly adding their contributions to the profits) are generally considered and to be provided by the "support functions", i.e. administration, till now.
