Dear HR frnz,
I’m drafting an Accommodation / Housing Policy for my Company.... I wanted to have some idea in the same area from different industries... Wanted to know the best practices followed by Co’s in the UAE and streamline the same in our policy… We are using this as our retention tool coz the rents in Dubai are sky rocketing….

Dear Mildred,
Before you start drafting your policy you have to find out who is eligible for housing accomodation, ie from what grades (if there are any). There are two types of HRA that you can give,
1. HRA which comes upto 25% of the total salary
2. HR Ceiling ( this is done after a certain grade. Instead of receiving a monthly HRA the employee received a ceiling (CTC) for the year which he is eligible. Over and above that he is responsible to pay from his pocket. The company in this case takes it on their name.
for eg.. if an employees HRA is say 3000 pm his ceiling could be 60,000 pa
I suggest making a market survey or getting it done by professionals..
In my company we provide subsidized accomodation to our staff. (whit collar)
Managers and above are given company accomodations...
Another suggestion is that your company can take up couple of flats and then give it to the employees on a lesser amount.....

We already have an HR Allowance policy…. As a retention strategy, Our Company is having a plan of purchasing bldg’s and rent it out to the employees... There I’ve got to have a classification based on grades... say studio appt, 1BHK + all other utilities ...etc... N put in my thoughts when does an employee becomes eligible for this facility... How to deal with the housing issue during termination / resignation...
If you have any inputs or ideas to share ur welcome...

perfect idea what your company is doing....
even we are planning to do that
well you can start with peopel who are earning AED 4000 or having family status can live in a studio flat. they can shre this if they feel like. That entirely depends upon the area of the flat.
for senior managers you can offer them according to their salary.
Make sure you keep a list of those emp requiring flats based on a sequence order..like this when it becomes vacant it can go to the next person..
when it comes to termination or severance then you must make sure taht their telephone bill,dewa bill as been cleared and the receipt given to you.
make sure you tell them the deadline of vacating the flat/villa.
another ways is that if your company is willing to spend sme money thy can higher a cons to do a survey and formulate the housing policy for your company.

After reading your messages, I realised that I should also formulate Housing policy for my company.
We do provide housing facility to more than 2000 employees, but 98% of them fall in Labor category so it is very simple. However, I wish to provide housing facility to White collars. Please share the policy that you have drafted.

What I 've done below is giving u a guideline. Perhaps you already are aware of this.

Now regarding your white collar accomodation you could do the foll...
  • Either tie up with a real estate...
  • or there are companies where they have buildings and will give it to you on a contract or leae period and will take care of the whole maintenance
  • If your company has grading structure then it will helpa s you can set the ceilings of each grade(those above 4k)...say for eg if you have an employee earning 10k and he falls in GR 12 then the HRA ceiling could be AED 60,000...anything baove that would eb deducted from the employee's salary--- (subject to the flat being available)
All this can only be done if your company has the financial resource....

Purpose
(Comapny name)has contracted with various property owners to provide subsidized housing to employees in Dubai and Jebel Ali areas.
Policy
Employees shall receive housing allowance as part of their gross salary. Employees with gross monthly earnings of AED 4,000 and below are eligible for partially subsidized accommodation subject to availability.
Guideline
Housing Allowance
  • Housing allowance shall be 25% of employees’ salary.
Company Accommodation
  • Employees with gross monthly earnings of more than AED 4,000 shall pay the full rent.
  • Company accommodations are leased on six (6) months basis renewable in June and December of every year.
  • All company accommodations are equipped with basic furniture items such as: cupboard, bed, mattress, bed sheets, pillows, blanket, drapes, washing machine, micro-wave, fridge, television, etc.

Hi All, I have been given the task of writing a housing policy with the current situation in the company.At the moment we provide housing to anybody, there is no grading policy.The company has its own purchased accomodation which is given to staff at subsidised rates.Now if I have decide what positions should get housing or an allowance on the basis of current market price in UAE,what would be the basis to decide it.

only the roles of instruction for the employees to follow during the time using company accommodation
Example
1- Do not drink in the company accommodation
2- Do not allowed to bring any visitor in company accommodation
3- And others roles
