Hi Seema
The Policy Manual shall contain right the 'Entry to Exit' of any employee.
The incumbent shall understand about all aspects of the employment during the course of an employment. It should primarily cover the aspects like Philosphy, Vision, Senior Management, Recruitment Policy, Induction process, Benefits, Travel Policy, Leave Policy, EHS Policy, Engagement Initiatives, Exit procedures etc.

Hey Seema,
Try to think from the "new employee" point of view. i.e think if you were to join an organisation, what all would you like to know about the company as a new employee ? This will give you ample pointers on what an HR Manual must contain.!
