Dear Members, Please let me know about the rite and exact defination of Unskilled, semi-skilled and skilled employees as per Minimum Wages Act -1948. Thank you. Regards- Pankaj

As per Minimum wages act, the definitions of skills are defined as below:

Classification of skills Category.-

(A) Highly skilled.- Highly skilled work employee is one who does the work which involves skill or competence of extra-ordinary degree and possesses supervisory ability.

(B) Skilled.- Skilled employee is one who is capable of working independently and efficiently and turning out accurate working. He must be capable of reading and working on simple drawing circuits and process, if necessary.

(C ) Semi-skilled.- Semi-skilled employee is one who has sufficient knowledge of the particular trade or above to do respective work and simple job with the help of simple tools and machines.

(D) Un-skilled.- Un-skilled employee is one who possesses no special training and whose work involves the performance of the simple duties which require the exercise of little or no independent judgement or previous experience although a familiarity with the occupational environment is necessary.

Thank your for ur valuable and instant respond.
I would appreciate if u can tell me about the academic knowledge also. Is there is anything like 'X' person should have minimum 'Y' degree to come under Highly-Skilled, Skilled, Semi-Skilled or unskilled category?
Or this the only definition mentioned in Minimum Wages Act 1948.
Please examine and suggest.

The skill categorization of Minimum wages, depends , on the kind of work a person is performing. For example:
In the employment of all shops and establishement, Delhi, the skills are defined as :
UNSKILLED: PEON, CHOWKIDAR,DURBAN, WATCHMAN, CLEANER, SWEEPER, LOADER, HELPER, MALI comes in unskilled category.
SEMI SKILLED:---GATEKEEPER(CINEMA),ASST. OPERATOR, ASST ELECTRICIAN, BOOKBINDER,WAITER OR BEARER, MALI WITH TECHNICAL EXPERIENCE comes in unskilled category
SKILLED:--ELECTRICIN, MECHANIC, TAILORS, COOKS Comes in skilled category.
CLERICAL AND SUPERVISIORY STAFF: BOOK CLERK, TYPIST, RECEPTIONIST, TELEPHONE OPERATOR, TRAVELLING SALESMAN, comes in this category.

dear All, Drivers come under the minmum wage act. They have to be paid as semi skilled or Skilled. Can somebody tell us this secret? PPMTA does not define min wages act or implement it. Thanks.

How to categories Unskilled Semi-Skilled & Skilled when the workers are performing same duties. How long we can keep a worker in a same category - performing same duties since for long time.

The Apex Court pointed out difference between unskilled, semi skilled, and skilled worker in the case of Daily Rated Casual Labour v Union of India, AIR 1987SC 2342 by stating that unkilled labour consists of safai workers, helpers, peons etc and are mostly engaged in digging, carrying loads and other similar types of work.The semi-skilled labour consists of carpenters, wiremen, draftsmen, A.C. mechanics etc who have technical experience but do not hold any degree or diploma. The skilled labour consists of labour doing technical work, who hold requisite degree/diplomas.
Further the HC in another case held that merely passage of time does not confer legal right to claim falling in higher category.

Like in any act of India or under any ammendment or official letter of Govt. of India that can be presented in legal proceedings.
