I am a HR in an Advertising Agency since the past 3 months. I find that things happen very differently over here. There is no formal policies that people adhere to, it seems that an Ad Agency is meant to breed creativity, so nobody really sticks to any policies, they want to drink at work place, swearing is a "cool thing to do". Thus, the only thing that is left to do is to recruit people, so I have now become a glorified internal recruiter. As a HR, I am supposed to bring in integrity and policies to make the organisation better but I donot find myself doing any of that. Is this how Ad Agencies work? Should I move on? Any views will be highly appreciated.

You need to get in touch with us...we are a mid size agency with somewhat similar problems (not of the magnitude of searing & drinking) and we are in the process of putting in HR policies into perspective.
The things I am looking at are - a) a disciplined approach and b) a standard format for rewards & punishments, besides many others.
I think not all agencies are alike and there are some which follow a really strict code of conduct and function.
We are somewhere in the middle...
