Dear Sender
You can issue a circular to all employees concerned stating that your ofie timings from-am to ----pm and grace period is 15 minutes will be allowed
and 3 late comings in a month is allowed.
Employees those who are regularly irregular ( late coming for more than 3 occasions ) 1/2 day CL will be debited to their account.
Hope this will work for your organisation.
You may form a letter on the basis of above wordings.

Dear Sanseli07,
This is 21st. century please. You may send them a gentle circular but not a strong one please.
Instead, work on developing an organization culture where everybody looks forward to come to office - on time.
Not easy... Yes... it is not easy.
But whoever said human issues were easy.

When I think of punctuality- I remember the lesson that I have learnt from my boss. I was the manager at Bangalore branch of our logistics company. The office will be opended everyday at 9 AM. Normally I never used to be late. One day I was very late as I left for home previous day at 1AM only ( Midnight). But my boss from Chennai came on a visit and was waiting at the premnises of the office, seeing the door locked till 10.10.AM. I was surprised to see him on all a sudden. I opended the office. He was furiosu and asked whether the office is always opended only at 10 AM. When I explained him the reasons, he was not convinced. He said that customners' handcarts with full of consignments for booking through our net work have reported at our office right from 9 AM and as there was no definite information when our office would be opended, they have moved down to other companies and despactched the consignments. Thus we have lost business. He advised that it is the discipline of time management that could give us success in our endeavours. Never we should be late for anything. If the office is scheduled to be opended at 9 AM, it should be that and no excuse can be given. In service industry, where our product is our personal service to our customers, the rtime discipline is the essential tool for success.

Since then, I never used to be late for anything. Ultimately I earned a name for me among my relatives and friends that SVK means puntuality.

Hi Sandeep,
If you already given any warning letter or general remainder to them regarding the timing then you can proceed with strong internal memo.
If this is the first time, don't give strong memo. It may spoil the internal relationship between you and employees.
First time, give gentle alert regarding the timing.
Second time, give personal alert to the individual.
Third time, Memo

hi sanseli
senior members have already pooled you with lot many suggestions. just to add on... i would like to say that why dont you turn back the clock. i mean to say instead of issuing cirular to come early whether gentle or rude, why do not you plan for some appreciation of the staff who report on time and are puctual. you may give them the appreciation letter at the end of the month or let them go early on the last dayof the month.
hope this will help you to resolve the problem and positive energy to report on time would come automatically.
pl comment... whether i put it right or not
thanks
