Very broad but i can answer a few here.
First of all quite clearly recruitment like any other business function is moving online for most of its queries. So, other than using google search to their best advantage, which throws mostly theoretical results, recruiters and HR leaders have started using SaaS (software as a service) based tools. While you can read as much about best practices in online recruitment, training, selection etc., you might ultimately have to use a tool to do so. So, yes there are tools like Mettl.com, used by several MNCs like Amazon, Accenture, Cognizant etc. for online recruitment assessments, candidate selection, to measure training effectiveness, etc. For online appraisal and such things, you might not have an actual SaaS tool in place but there are psychometric tests that you can conduct along with training effectiveness tests to make a list of the chosen ones.
Hope it helps.
