It is actually the first time that I heard of TORC but I guess the logic behind it is that how we perceive others can give the interviewer an idea of what our personality is like.
Other methods for recruitment includes dimension based recuitment which I think is somewhat sinilar to competency based recruitment. Other companies include use of group dynamics in their sourcing for the right candidate.
