If a shop or an establishment is to commence any activities, it is prerequisite to obtain a licence irrespective of the number of employees involved. Evn if you do not have employees, a license is requirement

According to the auditing statement we mentioned Tamil Nadu Pollution control board certificate, It is only based on factory Act, But this is Tailor Shop is only based on shop Act, Here only 7 Employees are working in this Shop, Tamil Nadu pollution control board certificate only shoudable for factories, then how it is passible for Shop, and please clarrify this License.
