Dear Guru,
You should get in touch with some Certification bodies i.e. the organisations which provide such certifications and ask them to help you undrstand the procedure etc.
Also, you can look for some Consultants/Consulting companies - These are professionals who guide the companies in preparing for such certifications.
Else, you can get any of your employee traines on the process and he/she can get the entire process run in the company.
These days, we are also in the process of applying for this certification thus we have chosen a consultant who will guide us in preparing for it.

If u are looking only for your department then i can help you out. General Document Structure is as follows :
Level 1 - Quality Manual ( This document describes how the QMS is established and conforms to ISO 9001:2000)
Level 2 - Procedures ( Six Mandatory procedures are required )
Level 3 - Work Instruction ( General guidelines for execution of any activity )
Level 4 - Forms and Formats ( Since are required for data collection and analysis )
Generally for HR Department the Sixth Clause i.e. Resource management is more important and is auditable. It includes : Provisioning of resources, Training, Recruitment, Competency evaluation, work environment, housekeeping etc.

Absolete the old records/documents -
Keep all training materials and records updated
All records/documents pertaining to statutory are kept neat and update the same
Have all documents/files list easily approachable and traceable and
retrieval time of same is very reasonable.
Also ensure that policies, vision etc. are prominantly displayed in your department
Above all, please do keep your department clean and ensure no unwanted files and papers are split all over the table.
With the above, you can tackle HR audit conducted by ISO auditors.

The central focus of ISO certification is the preparation, development and impimentation of QMS (Quality Management System) in your firm. Quality objectives, policies, organisation structures etc are to be clearly defined in your quality manual (Level-1). You have to identify all the process of your operation and shoul develop procedures for all process (Level-2). Further you will have to develop work instruction to support the procedure (Level-3). All the formats and charts would fall into the Level-4 documents. I am attaching few files for your reference and I suppose this would provide a guideline for your ISO project.
