Whether we can conduct the packing work in basement under Factory Act 1948? if yes then under which section/rules.

If the basement is marked for parking (normally it is) then you can not extend the packing operation which is also a part of the operations of the establishment to the basement.

There is no specific provision in Factory Act on where you do your manufacturing activity.
However, there are provisions for adequate lighting, ventilation and other welfare provisions.
If you are meeting those in the basement area, you can undertake packing activity there.

Also, your factory approved layout must provide for use of the space for packing activity.
The factory inspector and the Site inspection Team from DISH may not approve of it.

You follow the approved factory layout Plan. Mostly basement are used either for storage of anti-inflammatory product or storing materials or parking.
It is mandatory to make application for any change in usage of space for any business activities. On receipt of application from the Factory, the factory inspector goes for inspection before passing an order in regards to usage of basement for packaging work.
