In a partnership kind of constitution, you can assign any designation to your partners. However, the word CEO implies "Chief Executive Officer," and there cannot be two CEOs. Depending on their skills, one partner can be given the position of CTO (Chief Technical Officer), COO (Chief Operations Officer), CFO (Chief Finance Officer), CPO (Chief Personnel Officer), etc.
