Hi Kushi,
Make your assesments quantitative. Split your requisits into different components like accent, fluency, grammer etc. and assess the candidate in each of this component. Consolidate them finally to make a decision.
I hope you are also looking at the attitude of the individual aprt from the technical prerequisits.
