Stimulus is a changing of external environment that become sign to activate organism to react and act. And, respond is behavior that is raised by stimulus. The foremost & primary HR skill to improve is communication skill verbal and written. I would say communication skill as the backbone of HR. So focus towards it as number one skill.

Rest all skills you will gain through experience.

Rather than reading a book about recruitment get involved into recruitment activity practically which will help you to understand the nuances of recruitment.
