If any principal employer hires contract labor for housekeeping services in all branches of the same city, does the contractor need to get a license for each location for the same principal employer, or will one license work?

What if the principal employer has offices in other states as well and awards a contract to a single company to provide housekeeping in all locations? What will be the process for the CLRA license in this case for the contractor?

From the CLRA Act 1970 perspective, it applies to every establishment, and a license must be obtained by every contractor. The contractor must approach the Licensing Officer for a license for each place he/she works. I have not come across any instance where the license mentions more than one establishment. In case the nature of work is different in the establishments, then also, the license is issued for a contractor to do specific work. Additionally, the registration of the Principal Employer (PE) must be done for each establishment, and there is no provision for clubbing the establishments. To avoid later complications, it is better that the contractor has a separate license.

Registration and Licensing for Contract Labor
The Principal Employer must obtain registration from the State Labour Commissioner if they wish to engage contract laborers in different districts within the same state. However, if the Principal Employer operates only in one district, the registration certificate (RC) can be obtained from that district's labor officer only. Within the same district, separate RCs are not necessary.
Licensing for Contractors in Different Districts
If a contractor has contracts for engaging people in different districts, they can obtain a single license from the State Labour Commissioner. The Principal Employer will issue Form VI accordingly, and the contractor can apply for a license with a list of employees in the different locations attached.
Registration for Offices in Different States
If the Principal Employer has offices in different states and engages contract labor in these states, the appropriate authority for registration is the Central Labour Commissioner. For establishments with branches in multiple states, the Central Labour Commissioner is the appropriate authority for all purposes, including Industrial Disputes, Gratuity, Contract Labor, etc.
Licensing for Separate Contractors in Separate Districts
If separate contractors are engaged for separate districts, the required license for the contractor can be obtained from the District Labour Officer representing the district where the labor is intended to be deployed.
