Hi,

If you are following the process of issuing offer letter to the candidates then please add a line stating that "if you fail to report to office on or before______ your offer letter stands cancelled with immediate effect." If not mentioned in the offer letter then please write email to the candidate as follows

Dear _____

Referring to your application for job dated___ and subsequent interview took place at our office on___ you were selected by us and it is mutually agreed between us that you will report for joining on____. However as committed you had failed to join us on___. Neither you reported for joining nor informed us regarding reason for not joining on stipulated date. Under the above circumstances the offer letter/appointment letter dated__ issued to you stands cancelled with immediate effect.
