It should be combination of both onroll workers and contract workers for better industrial relations and growth of the establishment. You can employ onroll employees in such activities which are core activities and which are integral but keep contract workers in non perennial nature of work only. If you keep contract workers in core activities, the same may lead to legal issues. Therefore, my advice is to have a combination of both based on the nature of work.
