1. They have included you as a candidate, so why doubt. Since it is not specified that private experience is not counted, you can be sure of this.
2. They are primarily satisfied that you are eligible. If they had any reservations they would have rejected you at the first stage. Before accepting you as a candidate they would have done some scrutiny based on your resume.
3. They may overlook the gap since there is continuity. At any rate, it is very dangerous now to come out with another certificate for 3 years with parallel employment. Double employment is anathema in the government sector. So don't venture into it.
