Can management / Supervisory staff form a union, if so
1) any salary limit
2) to what extent it is applicable to, GM, and VP level can also form unions.
pls give me an insight on this.

As per the Trade Union Act 1923, the employees of any category, albeit even the employers also can get a trade union registered as per the Act. Has read about some merchant body getting their association registered under the TU Act. The Officers' Association in PSUs, LIC & other insurance companies, and Banks all have even employees at the high levels as members of Trade Unions. Moreover, freedom of Association is a fundamental right guaranteed by our Constitution. (Article 19 (1) (b).
Speaking from personal experience, it can be said that dealing with the Officers Union is more difficult than handling the workmen unions, as they are privy to all details of working and for every argument, they keep ready two arguments. For the sake of their position and influence, they keep trying to embarass the Chief Executive & others
